A newer building stock does not by itself tell you the condition of any particular floor - a five-year-old building can have a floor that has been recoated badly four times, and an older one can have a surface in good order. What is generally true is that preventing wear on a sound floor tends to cost less than restoring one that has been left. Where a floor is still sound, a planned maintenance program can prevent wear rather than repair it, which is usually the least costly stage in a floor's life. Whether a given building is at that stage is a question for an inspection, not for the age of the development around it.

Operating conditions
The southwest valley is still developing, and construction dust is a genuine factor for buildings adjacent to active sites. It is coarser and more abrasive than the wind-blown dust found across the rest of the valley, and it puts measurably more wear into entrance zones.
Otherwise the picture is standard Mojave: fine sand at the door, very low humidity, fast drying, and no snow or deicing to plan for at any point in the year.

For a newer property the most useful thing to tell us is the age of the floor and whether it has ever been refinished. A floor that has never been stripped needs a very different plan from one that has been through several cycles.

Our building is only a few years old - does it need anything yet?
Probably a program rather than a restoration. Newer floors generally respond well to regular scrubbing and periodic recoating, and keeping a floor in that cycle is usually less costly than waiting until it needs stripping.
Does new construction nearby affect our floors?
It can. Construction dust is coarser than ordinary desert dust and it arrives at the entrance in quantity. Shorter entrance-zone intervals while the adjacent work is going on is usually money well spent.
